This is due to the "Delboeuf Illusion" effect, where the top part of the frame sits between the eyebrows and eyelids, reducing the space and bringing the eyebrows and eyes closer together, creating a striking impression. Thick, dark-colored frames are most effective for this effect, also covering up bare eyes for a more defined look.
